The Upstate Transportation Association identifies itself on its website as a trade association for “private passenger transportation companies,” but the site says nothing about insurance industry involvement.

Tomassi said the group “does not oppose ride sharing competition” but any expansion must include regulations like fingerprint background checks and “appropriate insurance standards,” and the group has called for public hearings on ride- sharing passenger safety and insurance standards during the 2017 legislative session.

The Upstate Transportation Association gets 10 percent of funding from members that are upstate insurance agencies and 90 percent of its funding from members who are upstate taxi, livery, medical transportation or paratransit operators, the group’s communication’s director, Mark Ilacqua, said.

Two prominent firms — Marathon Strategies for public relations and Bolton St. John’s for lobbying — both work with the Committee on Taxi Safety in New York City and the Upstate Transportation Association.
