Troy police see generational shift with new chief in command

TROY – Chief Brian Owens was sworn in to lead the city police force Wednesday afternoon with a promise of closer community ties and strengthening the morale of the 130-member department that’s struggled with public criticism and outside scrutiny of its operations for nearly two years.

The selection of the department’s new leadership is a decision that Mayor Patrick Madden had to make knowing that the 43-year-old Owens could be leading the agency for a generation.

“There is probably no greater responsibility of a mayor than his appointments to leadership positions. There’s probably no appointment more consequential than police chief,” Madden said.
